Every handicapped child between the ages of birth to 21 who has special needs has the right to a free and appropriate public education, if the disability affects the child's ability to learn. This education must focus on each individual child's needs. It is based on an assessment which includes observations by parents and teachers, test results, and the child's developmental history. This evaluation shows the child's strengths, how the child is functioning now, and what the child's educational needs are. An individual educational plan (I.E.P.) is then written which includes the results of the evaluation; the goals and objectives set by the parents, the staff, and the child him/herself; services to be provided, when, where and by whom; and when the entire program will be reviewed.

Special education services are provided to students with the following handicapping conditions:

  • Autism
  • Blindness/ Visual impairments
  • Deafness/ Hearing impairments
  • Emotional/behavioral disorders
  • Mild/moderate/severe mental impairments
  • Other health impairments
  • Physical handicaps
  • Severe multiple handicaps
  • Specific learning disabilities
  • Speech/language impairments

These children and youth may have communication, academic, social/emotional, or physical problems, and are entitled to special instruction and services. Parents' participation in their child's educational planning and program is important and protected by law. Parents must be notified of and consent to the evaluation, the Individualized Education Plan, and the placement of their child. They must be informed of annual planning meetings and should take part in the meetings as full members of the planning team.
